Kelly has a background in Human resource management, IT, engineering, indigenous development, business consulting, health and safety, statistics, community development and bicultural disputes resolution. He came to the Cook Islands in 2010 to set up a new HR Division at the Ministry of Education and has now made the Cook Islands his permanent home. He has written and had published a number of academic papers regarding New Zealand Maori traditional knowledge in health and wellness. In his spare time, Kelly researches, writes and has had published numerous articles that discuss historical and current topical issues in the Cook Islands of today.
