Dear Editor, Can taxes promote growth? I make reference to an article published in your newspaper on January 6 where Zbignlew Dumienski, a PhD Candidate at Auckland University, was reportedly saying that taxing of land in the Cook Islands or at least on Rarotonga would be possible.
