In 1903 Lieutenant Colonel Walter Edward Gudgeon was appointed British Resident in the Cook Islands in 1898. In 1903 he wrote to an old military comrade, describing himself as “the absolute Governor of some 17 islands, Chief Judge of the High Court, ditto Land Court, Surveyor General, Treasurer, & Civil Engineer to the Group.” 15111125
