This comprehensive strategic plan was unveiled during an event that brought together around 30 participants from local football clubs, including coaches, players, managers, administrators, and CIFA staff, alongside special guest, FIFA representative Simon Toselli.
The event, organised by CIFA’s technical department under the leadership of Women’s Football Development Officer Tupou Brogan and Technical Director Matt Campbell, marked the first-ever dedicated effort to address the development and growth of women’s football in the country.
The program focuses on key areas including grassroots football, youth development, and creating pathways for women at senior levels. The strategic plan sets clear goals for increasing participation, enhancing coaching standards, and fostering leadership within the women’s football community. With the core motto of “TO INSPIRE & EMPOWER WOMEN,” the launch event emphasized the importance of unity and collaboration across all ages and roles within the sport. The success of the Rarotonga event highlighted the potential for growth in women’s football and celebrated the collective strength of the community coming together.
Following the Rarotonga launch, a team of 10 CIFA staff members, accompanied by Simon Toselli, traveled to Aitutaki on January 31, 2025, to extend the launch to the outer islands. Aitutaki’s event, held at the Tamanu Resort, welcomed 20 participants and was followed by a cultural performance and dinner, reinforcing the importance of community and culture in developing women’s football. This strategic plan is not only a significant milestone for the Cook Islands but also a step forward in providing greater opportunities for women to thrive in the sport. The involvement of FIFA, alongside CIFA President Grover Harmon and General Secretary Allen Parker, underscores the broader support for women’s football in the Cook Islands. The program promises long-term improvements for women’s football at every level, from grassroots to elite athletes, and fosters a sustainable development pathway that will empower women in the sport for years to come. The overwhelmingly positive response to the launch event reflects the community’s enthusiasm and commitment to ensuring a brighter future for women in football across the Cook Islands. CIFA Media
