Letter: Cook Islands-China agreement

Dear Editor, For clarity, these are my views of the potential aspects/concerns that come to my mind when an open dialog on such a significant move is not afforded to our people.

The recent news regarding the (proposed) agreement between the Cook Islands and China is troubling. This raises significant questions about transparency and the true nature of what this means for our country. The most important question right now, do we, the public, have access to this agreement before it is officially signed? While it seems centered on economic and infrastructure partnerships, I have concerns when it comes to maritime cooperation. It leaves room to query the potential impacts on China’s reach in the Pacific.

The emphasis on strengthening ties with China will possibly weaken defence agreements which are already in place with New Zealand. Even if the agreement doesn’t explicitly relate to military matters, it could provide China with influence and logistical benefits that may support future military or surveillance endeavours in our country.

This could also bolster China’s geopolitical standing in an area typically under the guardianship of Australia and New Zealand. By aligning with us, China secures a strategic position that may serve other purposes in the future.

If infrastructure is part of the agreement, such as ports or airports, these could be dual-purpose facilities. While our people are promised projects for civilian use, these developments might be repurposed for other objectives if geopolitical conditions change.

The agreement may shift regional security dynamics, leading other nations to reevaluate their strategies and presence across the Pacific. This could result in increased militarisation or new strategic alliances to maintain balance.

We also need to query whether this agreement is tied to debt restructuring or relief. Are there clauses for easing some of the Cook Islands’ debt, and does this deepen economic ties with China? Are we currently facing challenges in managing our debt obligations! There are many factors to come into play with this sudden reveal.

The lack of openness and public engagement is outrageous. Our people have the right to be informed and to scrutinise any agreement that could profoundly affect our nation’s course. It is crucial that every voice is acknowledged, and concerns are addressed before any commitments are finalised. Social media already shows a growing sense of unease among our people.

It is vital to consider the broader outcomes. We must examine how this agreement might affect our constitutional ties with New Zealand. We need to ensure that (Prime Minister) Mark Brown’s decisions are in line with our established commitments and agreements.

Both Opposition parties, MPs and all our people locally and abroad need to put pressure on Mark to pause these upcoming proceedings and ensure full transparency regarding this agreement. We must engage our community in this process, allowing for a thorough review and open discussion of the agreement’s details.

Our foremost priority should always be the interests and well-being of our people.
