Over 2500 voters are set to cast their ballots in the Island Government Election tomorrow across the nine outer islands of Aitutaki, Atiu, Mangaia, Manihiki, Mauke, Mitiaro, Penrhyn, Pukapuka and Nassau and Rakahanga.
