Australians tend to be higher spending tourists who support locals business (e.g. they won't fill their suitcases up with groceries from home like many visitors from NZ do). Since Cook Islanders with NZ citizenship can stay permanently in Australia, the Cook Islands should extend the 90 day visitor visa privilege currently only available to New Zealanders to Australians. That would make the Cook Islands a very attractive destination to Australians (Bali only offers 30 days) and bring in more Australian tourist dollars to the country.
