The country has lost about 2000 workers as a result of the pandemic and chief government economist estimates it would take two to three years to regrow the workforce to pre Covid-19 levels.

Why not use the moment to attempt to get Cook Islanders to back from NZ - Offer free and immediate vaccination on arrival of returning workers and their families. Employer offer free airfare with a work contract and government offer one way free airfares for the rest of the family. Employer offer shorter term contracts to Cook Islanders with return NZ airfares.
