As part of its obligations is an effective Emerganacy Medical Servics and in hospital care. New vehicles will no doubt become MP's run arrounds after the event, but the real risk is the fact that Rarotonga does not have an appropraite EMS. Underpaid drivers with over worked nurses is less than good enough for the people on the Island, let alone VIP's. Fact, even though they state in TMO information there are paramedics, there are no qualifided paramedics in Rarotonga. There are no qualified Emerganacy Tech's (EMT is a qualification) either. The government keep very quire about the cars, also very quite that there is no EMS as discribed.
