A female driver involved in the incident was breathalysed and found to be over the legal alcohol limit.
The incident involved a car that crashed into the railing of the bridge near the Old Sheraton in Vaimaanga.
Cook Islands Police media and strategic advisor Trevor Pitt said the 29-year-old driver was remanded in custody.
Pitt said the driver called the Police to report the incident at 4.28am.
“She was screen tested at the scene and found to be over the legal limit for alcohol,” Pitt added.
“After being returned to police HQ and breathalysed (EBA), the driver was arrested.”
Pitt added that she had sustained minor scratches from the crash.
