“Your story in Thursday’s CI News regarding the outer islands local government election has been long overdue,” a smoke signaller says. “Firstly, according to the reviewed Outer Islands Act for the travelling PM to call the election date is purely political whoever prepared it. However, the point I really want to make here is that I understand the mayor of one of our sister islands of Ngaputoru has lived in Rarotonga all his life.
