Letter: Solar project

It was great to read Talaia Mika’s front page story in Wednesday’s Cook Islands News. However, I perhaps missed something, in essence are we reading that New Zealand is making a grant of $12.9m, not a loan, but a grant for the Northern Group Battery Replacement Project.

Mr Brown (PM Mark Brown) refers to the Asian Development Bank, and that the Cook Islands government is looking to China for a potential solution for the Southern Groups solution.

Can that be interpreted to mean the Cook Islands will borrow from the Asian Development Bank to pay China to do the Southern Group work?
