The event coincided with the 109th session of the Maritime Safety Committee (MSC 109).
Captain Finley was recognised for his dedication to advancing international maritime safety, security, and environmental standards. Over a career spanning more than three decades, he has championed initiatives that have significantly improved the safety of life at sea and the well-being of seafarers, and he has promoted sustainable practices within the shipping industry while being an advocate for the unique needs of small island nations. His dedication to the work of IMO, together with his passion and expertise, has established the Cook Islands as a respected voice at the IMO.
He also played a pivotal role in mentoring and inspiring Cook Islands representatives attending IMO meetings. His guidance and leadership have helped them to navigate the complex challenges of a dynamic global shipping environment and to actively engage in international maritime policymaking, striving for fairness and consensus.
The Ministry of Foreign Affairs and Immigration (MFAI), Director of Treaties, Multilateral and Oceans Division, Sandrina Thondoo, attended the awards ceremony in London and highlighted Captain Finley’s contributions as aligning with the Cook Islands’ commitment to upholding international maritime standards and promoting sustainable development.
The International Maritime Prize, awarded annually by the IMO, celebrates individuals or organizations that have made exceptional contributions to advancing the Organisation’s mission. Captain Finley’s career is distinguished by his instrumental role in shaping maritime policies, including his work on international conventions, his dedication to improving safety at sea, and for serving as an inspiration for future generations of maritime leaders.
The award ceremony saw the IMO Secretary-General, Arsenio Dominguez, officially presenting the prize to Captain Finley. Attendees included high-ranking representatives from IMO member states, industry leaders, and maritime organizations, underscoring the significance of this achievement.
