In a promotional video released last week, TTV says it will bill residential users per water connection and the bill will fall to the registered owners of the connection, typically a landlord or the person who owns the building.
Rarotonga rental tenants who do not have a water connection registered in their name will not be eligible for the government’s free water subsidy.
