Perhaps the jury pool should be extended to include people living in the outer islands. All jury trials for crimes committed in the outer islands appear to be heard in Rarotonga anyway. So how can a jury be composed of representative of your peers if it doesn't include people living in the outer islanders? With modern communications it should be possible to do a jury selection of members from the outer islands by Zoom or some other medium. It doesn't seem to be such a problem. In fact it almost appears against the constitution that outer islanders are not included?
