Dear Editor, My opinion article in the Cook Islands News of 21.10.23 called for community consultation on horseshoe roads, and has so far generated a considerable number of comments.

Now I quote these examples from the Infrastructure Act, and note that a lot of clauses have comparisons back to the Cook Islands Act of 1915:

Under Clause 9: “The Queens Representative may, by warrant, proclaim any land as a road”.

Under Clause 14: “The Queens Representative may by warrant close, in whole or in part, any road.”

Under Clause 15: “Warrants about roads to be gazetted”.

One would have to assume that all roads have been “proclaimed” and gazetted, otherwise they are still in the possession of the landowners?

Can the lawyers and Crown Law please help me understand which roads on Rarotonga are proclaimed and gazetted.
