This means the Executive Council can meet tomorrow and stipulate that any medicinal cannabis patient who has obtained a prescription from a licensed medical practitioner in the Cook Islands can legally obtain marijuana seeds from the local black market, similar to the plan that was introduced in New Zealand to grow cannabis, where the authorities can't ask any questions except to the amount of seeds obtained and the patient can in turn grow and consume cannabis to meet their medical needs.
