In 1998, a United States-based businessman attempted to set up a medical school in Rarotonga. Despite securing initial approvals, things didn’t go to plan and the Cook Islands found itself on the wrong side of a multi-million dollar legal dispute. Nearly 25 years later, the government’s lawyers are still dealing with the matter.
