I think there is friction in all parties and you have highlighted the One Cook Islands issues over the last week or so. The Demos obviously have friction, as they have no parliament leaders and they all want to be a minister.
The CIPs are possibly more nervous than fractioned, as they never know when one of them will jump to the other side.
That leaves the independents who have no friction, as they can go where they want.
If the petitions change the race, then watch the independents move.
This is the beauty of government the Cook Islands Way.
